Resident Energy Conservation Program
|Across the Department of Defense, energy conservation programs are underway with a goal to reduce our overall energy consumption. In 1998, in conjunction with its public-private partners, the Office of the Secretary of Defense (OSD) set forth the policy for the payment of utilities in privatized housing to encourage energy efficiency in privatized housing units.
Purpose of the Program
Air Force Blue Mission Green is Balfour Beatty Communities' communications program for Service Members and their families to gain a better understanding of the policy, increase resident awareness about their energy usage, and encourage better conservation habits in the home and community.
The idea behind the program is that by conserving today, we will ensure a better tomorrow and by changing our habits, we can take part in changing the future. The aim is to conserve our natural resources and reduce our nation's dependence on foreign oil as well as reward Service Members for their successful contribution to the conservation effort.
How the Program Works
- All homes are metered by Minol USA for gas and/or electricity. There will be a one-year data collection and review process during which time all utilities will continue to be included in the BAH.
- A baseline utility consumption is deteremined for each unit. This is a figure that best represents the maximum expected utility usage for a housing unit by its type and size. To determine an accurate baseline, homes are grouped based on certain attributes such as size, age and location. The average baseline is calculated monthly taking into consideration several factors including removing like homes that may be vacant. All homes are compared with like size and like build homes. Therefore, all legacy homes are compared with other legacy homes of the same size.
- A Resident Utility Allowance is established by multiplying 110% of the baseline consumption figure by the commodity rates. The Resident Utility Allowance will be calculated annually by multiplying the previous year's average monthly utility usage for each type of home by 110% of the calculated utility baseline.
- The resident will be allotted a $50 buffer above and below the baseline. Once the amount owed by a resident for consumption exceeds the $50 buffer, that amount becomes due. A credit will accrue until the resident exceeds the $50 buffer, at which point a check will be issued to the resident in the amount of the accrued credit.
